I have an all in one fax/printer/scanner combo, Can I somehow use the fax portion through the net?
I don’t want to get a phone line just to have fax capability, and I use my cell phone for calls, so it’s really unnecessary. I don’t like eFax and those other virtual fax thingys, I just want to know about using this as a fax maybe over ip kind of like voip

Good idea, but no it doesn’t work, unless (and this is extremely unlikely) the software that came with your all-in-one device has that built in…and the person you are faxing also has it!
Your question indicates you know about eFax and other virtual fax methods, they are the "ip kind of like voip" option you mention…for your "virtual fax" to show up on someone else’s fax machine, you’ll have to use a service that on the "other end", hooks up with one of those services that dials the other person’s fax number.
Emailing a scanned image also would work, of course. Good luck!
