Windows XP (maybe older versions as well) has a faxing program built into it (in "Printers and Other Hardware"). You may have to install (enable) it thru Add/Remove Windows Components (in Add/Remove Programs).
Set it up and hook a phone line to your modem (disable any other internet connection first).
